全体の状況

The general picture: among the safest countries in Europe, and walking at night in any city is unremarkable. Street crime barely registers, and the police are unobtrusive and effective.

Pickpockets: in peak season, keep an eye on your bag on Town Hall Square and in St Catherine's Passage, where crowds gather around performers.

Traffic: drivers always stop for pedestrians and expect the same discipline from you. Crossing on a red light earns a fine and, worse, a look.

Winter footing: ice on the Old Town cobbles is the real hazard of the cold season. Wear boots with a thick, grippy sole, because the stone does not always get cleared in time.

In the forest: stick to marked trails in the national parks so you don't end up lost in a bog. The wilderness here is genuine, and two kilometres from a road you can be out of signal.

Emergencies: dial 112 for everything. Operators work in several languages and response is quick even in remote areas.

Schengen rules: non-EU visitors get 90 days in any 180 across the zone, now logged biometrically by the Entry/Exit System rather than stamped into your passport.

観光客はどう騙されるか

Estonia is one of Europe's safest and most digital countries. There is hardly anyone here to cheat a tourist.

Taxis in Tallinn. The one real trap. Tariffs are unregulated, and every car must carry a yellow price card on the side window. Operators with inflated rates — 3 to 4 euros a kilometre — wait by the Old Town and the port. Check the card or use Bolt: the app is Estonian and works perfectly.

Old Town restaurants. A premium for the location and the occasional "service charge" beyond the menu.

Pickpockets. Town Hall Square, the port on cruise days, and the December market. The level is modest.

ATMs. Decline the machine's currency conversion.

Cash. Estonia is nearly cashless and a card is needed everywhere. There is no point changing money — the country is in the eurozone.

罰金や逮捕につながる行為

Alcohol by the clock. Shop sales are permitted only from 10:00 to 22:00; outside those hours the till simply will not accept it. The age is 18 and identification is often requested.

Drink-driving. The limit is 0.2 per mille and enforcement is dense.

E-scooters. The rules have tightened: a speed cap, a pavement ban in some zones, and a zero alcohol limit for the rider. Fines are genuinely issued.

The Russian border. The eastern frontier is a controlled zone. Crossing points operate on a restricted basis, and approaching the border line away from them, photographing border infrastructure and flying drones are prohibited. In Narva the promenade runs right down to the river, and that too is border territory with its own rules.

Drones. Registration is compulsory, and they are prohibited near the border and airports.

Winter tyres are compulsory from December to March.

Drugs. The law is strict.

健康:予防接種、薬、医療

Vaccinations. None mandatory, but tick-borne encephalitis is worth discussing: Estonia has high incidence and the forest begins immediately outside town.

Ticks. The season runs April to October, with risk nationwide including Tallinn's parks.

Water. Tap water is drinkable nationwide.

Winter. Ice underfoot and icicles are the main cause of injury. Frozen pavements in Tallinn and ice falling from roofs in spring are genuinely dangerous — streets are sometimes cordoned off for exactly that reason.

Sea ice. The Gulf of Finland freezes and people walk and drive on it. Do not go onto the ice without knowing the conditions.

Bogs. Estonia's bog trails are a popular route, but leaving the boardwalks is dangerous.

Healthcare. Good and digital: prescriptions and patient records are electronic. Emergency care on 112 is available to everyone; beyond that foreigners are billed. Insurance is needed.

Emergency number is 112, with operators speaking English and Russian.

警察:どう対応するか

Estonia ranks high on the Corruption Perceptions Index — the best score among the former Soviet states. Bribery does not occur.

Numbers. 112 covers every service.

Reporting theft. Filed online through the police portal in English or Russian. That satisfies insurers and no station visit is needed.

Police are correct, virtually all officers speak English and most speak Russian, especially in Tallinn and the north-east.

Traffic police. Many cameras with automatic fines. Alcohol checks are regular.

The border region. Document checks are possible in Narva and along the eastern frontier. This is routine.

What actually matters. Estonia is a country where safety is handled and the difficulties are practical: alcohol trading hours, winter ice and summer ticks.
