What you need to get in, how long you may stay, and what an overstay costs
Montenegro's land border crossings, by neighbour:
With Serbia: Dobrakovo and Rance in the north.
With Bosnia and Herzegovina: Scepan Polje by the Tara canyon, Ilino Brdo, Vilusi — Klobuk on the road to Trebinje.
With Albania: Sukobin — Muriqan on the coastal road to Shkoder, Bozaj — Hani i Hotit.
With Kosovo: Kula.
The coastal route into Albania is the busiest in summer. Sukobin sits on the only coastal road, and a queue there is normal in season.
Montenegro has no direct land border with Croatia in the sense that the road from Dubrovnik goes either through Neum in Bosnia or along the coast via the Debeli Brijeg crossing — which is what takes the main flow from Croatia.
All these crossings can be used visa-free until 31 October 2026; after that the regime changes, and this applies to the land crossings just as it does to airports.
A Green Card is compulsory.
An eco fee is payable on entry for foreign-registered cars.
The Sozina tunnel is tolled, and it is the main road from Podgorica to the coast.
The roads are narrow and mountainous, especially on the stretches towards Zabljak and through the canyons; average speed across the country is noticeably lower than a satnav suggests.
A microchip is compulsory, ISO standard, fitted before the rabies vaccination.
A rabies vaccination — no later than 21 days before entry.
A rabies antibody titre test is required only for pets from a country not on the EU's approved list. The US, Canada, Australia, New Zealand and the UK are on the list, so this does not apply to pets travelling from those countries; Russia is one of the countries it does apply to. The test is done no earlier than 30 days after the vaccination.
A veterinary certificate is issued before the trip and endorsed by the state veterinary service.
There is no quarantine if the paperwork is complete.
The fine is issued on departure, and most often not for the overstay itself but for a missing registration: the slip is checked on everyone.
Thirty days is a short allowance, and being a few days over is common among those who came "for a month".
An entry ban is imposed for a substantial breach.
After 1 November 2026 the cost of a mistake goes up: breaking the visa rules of a country preparing to join the EU goes into the databases differently from overstaying a visa-free allowance.
